| Kenya is set to have a 2nd Referendum on the Constitution on August 4, 2010. History of Reforms 1963 - Kenya gains independence. 1963 - Jomo Kenyatta becomes Kenya's first Prime Minister under a parliamentary system of government and a constitution that allow multi parties. 1964 - The position of Prime Minister is abolished and Jomo Kenyatta becomes Kenya's first President. 1979 - President Jomo Kenyatta dies and is succeeded by his vice President, Daniel Arap Moi and KANU as the ruling party. 1983 - The constitution is amended to make Kenya a one-party state with KANU as the only party. 1991 - After intense pressure from Kenyans and international donors, President Moi oversees the constitutional amendment of the now famous Section 2A that made Kenya a multi-party state once again. 2000 - Commission for Constitutional Reform of Kenya is set up with Prof. Yash Pal Ghai as the Chair. The commission embarks on a consultative process collecting views from Kenyans of all walks of life on what they would like in a new constitution. 2002 - New government is formed under the NARC administration led by President Kibaki. The new president promises Kenyans a new constitution within 100 days from the day he assumes office. This was not to be. 2005 - New constitutional draft - an upshot of the Ghai Commission - is prepared with input from various quarters. 2005 - Referendum for a new Constitution held in November. President Kibaki campaigns for the new constitution but it is defeated after 58% of the voters reject it led by then Roads Minister, Hon. Raila Odinga (now Prime Minister) and the Church. 2008 - March -National and Reconciliation Accord Act that established the position of Prime Minister and two Deputy Prime Ministers. 2008 - The Committee of Experts (COE) is created by the Constitution of Kenya Review Act, 2008. 2009 - March - Committee of Experts is sworn in to coordinate and prepare the draft constitution that is to be presented at a 2nd referendum. 2010 - Committee of Experts releases the Final version of the proposed constitution that is to go to the referendum in August this year.
